I would appreciate any advice on my retirement accounts. What to do with two old 401k accounts, new 401k account, old HSA, traditional and roth IRA's and individual brokerage account.
I plan to increase my 401k contribution, but since i'm just starting I want to start at 8% to gauge my paycheck to see how much i can afford to contribute and pay my bills. What are your thoughts on my choices, do you recommend i add international, small or mid cap funds?
Between Money Mustache and JL Collins, investing into VTSAX and VBLAX are the best options. This can be accomplished in my traditional and roth IRAs, old HSA rollover and when i roll over my old 401k's. Is this the best option and if so, should i mirror all accounts with 70% VTSAX and 30% VBLAX?
I know you can't time the market, but i'm just so concerned about moving a large amount of money at this time when the market is so high. I guess i'm waiting for a dip/correction to move things around.
Any thoughts would be so appreciated. Thank you for your time and help.

Old 401k with Fidelity - for 2019 made 28% return and paid $47 in fees

I would like to roll over these two 401k accounts into Vanguard and invest in VTSAX and a bond fund. My concern is moving $258k all at once and investing while the market is so high. Any thoughts?
Old HSA - $3,600 – currently transferring over to Fidelity
My thought was to invest in VTSAX. I no longer am eligible to contribute.
Traditional IRA with Vanguard - $6k
contributed in 2019 since not eligible for 401k with new company.
I stupidly did not invest everything in VTI for fear the price was too high and would drop.

Roth IRA with Vanguard - $18k - for 2019 made 7% return
VTTSX (Target fund 2060) - $18k – 0.15% exp. rate
I did not contribute to this account in 2019. My plan is to contribute $6k for 2020 and probably roll this over to VTSAX and VBLAX.
New 401k with Wells Fargo – Feb 2020 first month eligible to contribute – 8% contribution company match 100% up to 3% then 50% up to next 2%.
