Republic Wireless phone busy when called from a Verizon phone

If called from a Verizon phone, my wife's Republic Wireless phone gives a busy signal, but if called from an AT&T phone it works fine. I have a ticket in, but so far no solution.
Anyone have that problem and know the fix?

Where are you located?  Here in N.E. Florida, we're having all sorts of trouble with call routing in the 904 area code.
