Rates for water are too low in N. America.  That's one of the  reasons why the USA is running short of water.

That's really high! I would like to know if this includes agricultural and industrial uses, though.

According to my last utility bill (which includes many things other than water) my water costs $1.6460 / CCF (which is apparently equal to 28 liters).

1 CCF is 100 cubic feet of water which is 748 gallons or 2827 liters.   It's cheap!
