HSA rollover?

I am frustrated by the investment options and fees inside my current HSA.  I have about 13000 or so I would like to invest but I would like to be able to put them into low cost index funds (preferably Vanguard).  Does anyone know if I'm allowed to roll these funds over to another provider?  If so any recommendations?

I personally use and invest with Further (formerly SelectAccoun) and am very happy but then I have a small bias towards Schwab and at $10k+, you have full Schwab brokerage access there with your HSA.
