I have Obamacare (ACA) health insurance. They asked for proof of my 2015 income. I mailed them some documents. They said they never got them. Then I uploaded some documents to them on their website. Now I just got an email from them saying they still have not received any documents. I have already called the 800 number and the clueless person just suggested mailing the documents in again. This time my deadline is May 1. Used to be March 8. At least they gave me more time until they ignore my next salvo of documents!  I currently have a premium subsidy in place, but they are threatening to remove the subsidy unless I provide the documents (which they apparently will ignore).  Anyone else trapped in this same Twilight Zone of government incompetence?  Anyone escape from it?   How????  Thanks !!!!

Yes (or I was trapped)

I don't have an answer to your specific problem, but this sort of incompetence is why I no longer use my state's health exchange (Washington State).   I had very similar issues.   I now buy from a private broker and do an HSA.

Send the documents in a way that requires a signature from them on receipt (post office, FedEx, etc.)  If they then tell you they didn't receive them, tell them you have receipt signed by X person at their office. Also, ask to speak to supervisor.  And/or, use email for all correspondence, so you will have proof of dates etc if needed.

I had to submit as well, but mine were accepted. Things happen. I'd upload them again, making sure to submit after uploading (I think there was an extra step).

It took a while (weeks), but I got a letter saying my documents were accepted and all was well.

Update:   I called up Healthcare.gov to ask them what's going on. They said the email I got was a mistake, and that I don't need to send in any more documentation. Yay !  I had her make a note of that fact in her online notes, just for future reference!
