Army student loan repayment problems?

When my husband joined the National Guard as an officer in 2011, his contract stated that the Army would pay back up to 50,000 in student loans over the 8 years of his contract, so $6,250 a year. To date, they haven't paid a dime. We have submitted the paperwork over and over again.  They fired the last guy who was in charge of it at his unit and got a new guy but still haven't made any payments.  I'm sure he has a lot to sift though and fix from the previous guys neglect but I am worried the Army will never pay. We are paying way over the max to get them paid of faster but it sure would be nice if the Army would hold up their end of the bargain considering he's been away from home 6 months out of the year for most of the years we've been married. 

Has anyone had similar problems? How did you finally get some resolution?
