American Rescue Plan Care Act

It had been my understanding that the subsidy increases under the Act were to remain in place for 2022.  However, my husband received a letter from our insurer stating that his premium will go from $0 this year to $179 next year because "The ARP provided increased financial assistance in the form of premium tax credits to make health care more affordable.  The tax credits applied to your health plan were higher in 2021 than they will be in 2022.  This has resulted in a decrease of financial assistance available to you in 2022." This came as a complete surprise to me, and that's a pretty hefty increase (we are low income and both receive Social Security).  Is there anyone here who understands what is going in with the Act re:  healthcare subsidies?

Your insurer's statements are misleading.

The increased premium subsidies in the ARP Act are for both 2021 and 2022.

Your premium may be going up and your subsidies may be going down, but it's not due to ARP.  It is probably some combination of your husband's age going up by one year, a change in the SLCSP in your area, or changes in the insurer's pricing for the plan your husband is on.

SLCSP = "second lower cost silver plan" - the basis for the premium tax credits, and if that goes down (more silver plans becoming available in your area can cause this), then PTC goes down.

So my money's on you have a lower SLCSP for 2022 than 2021 and also have an increased base premium.

The ARP is for 2021 and 2022.  That letter doesn't know what it is talking about.

Edit add:  There is one provision about having received unemployment in 2021 gives more subsidy,  but that doesn't apply in 2022.
