Title: US Roth IRA conversions and UK taxation

Would anyone know if a person moves back to the UK (UK/US citizen) and has a US Traditional IRA if doing a Roth conversion would be taxed by HMRC?  I know the US will want tax on the conversion.  I tried to look it up but the tax treaty is impossible for me to understand.  Any help is appreciated.
