Question about Capital Gain Tax Harvesting

I'm just learning about the Tax Gain Harvesting, and I like the concept.  All the examples I've read about don't address this question: Would this also benefit an IRA? For example, if you kept selling and rebuying the stock to reset basis point in an IRA, would that be of any benefit you when you withdrew it during retirement?

- Or - is this the case:

Since IRA's withdrawals are taxed as earned income, no matter what loss/gains happens inside of the IRA is irrelevant, and that the only place capital gain harvesting is of any benefit is for non-retirement accounts that have realized capital gains.
