PA occupation tax

This is likely a stupid question, but I tried to call our taxing agency and the response I got was woefully inadequate. I live in PA and we have an occupation tax, no prob. But this year I fired, so I worked 29 days into this year and made over $5000 in my final payout due to leave payout (over the max for what is considered low income for the tax). I went ahead and just paid the tax for 2021, since the wording of the exemptions was cryptic enough I couldn't tell if I owed or not. When I called the rep told me I could send a letter and "see" if they would cancel it, but she had no clue, I told her I quit working and wasn't looking for work, but also not on unemployment, which was apparently a wrench in the works. She had apparently not ever encountered anyone that was of working age that didn't need to work. Asking if anyone here has ended the PA occupation tax and what they needed. From what I am reading I will need to file every year indicting I am not working, SO is disabled and we do get billed from him any longer.
