Title: How many ROTH convertions in a year

I'm 60 and I have Regular IRAs and ROTH IRAS with Vanguard, I was thinking of converting some of my IRAs to ROTH within Vanguard at the end of the year when I had a better idea of what my income was goin to be, but this market downturn made me think I should convert some now before the market goes up and the rest in December.
If I convert some funds now could I also convert later in December or are there rules that limit the amount of conversions you can do in one year.

There is no limit on the number of conversions per year.

I forgot to also ask, does it really mater if I do the IRA to ROTH conversions when the Fund is down or up since I'm selling and buying at the same time and they are also in retirement accounts.

You pay tax on the value of the money the instant it moves from your traditional IRA to your Roth IRA. You'll pay less tax if you convert 100 shares at $10/share than if you convert 100 shares at $11/share.
