Do I need to file a CA state return?

I lived in three different states in 2018, but California was not one of them. My overall AGI was slightly over $100k, but I only made $200 total in California and the withholding was correct so I don't owe CA any tax. Do I really need to file a CA state return in addition to my other returns?

I also owe North Carolina about $75 based on about $1,300 in income in that state (I was a part-year resident). I assume I have to file an NC state return.

Go look up the CA nonresident return instructions and read them. There's usually an amount below which you don't need to file a return. Same with NC, but given you were a part year resident, you need to factor that in as well.
