Bank Bonuses w/ Debit Card Activity as Requirement = No 1099-INT

I have been churning bank bonuses for over a decade now.  This is the first year that I noticed that no 1099-INT was received for all of the bank bonuses earned in which debit card activity was a requirement for the bonus.  So PNC Bank was a $300 bonus, all of which was tied to debit card activity, and no 1099-INT received.  Credit Union One was a $200 bonus, of which $100 was tied to debit card activity, $100 was not, and therefore I did receive a 1099-INT but only for the $100.  Finally, Old National Bank was a $200 bonus, all of which was tied to debit card activity, and therefore no 1099-INT was received. 

I received over a dozen 1099-INT forms for 2018 and they are "off" by just these 3 examples above.  I contacted PNC via their chat and learned that they will not issue a 1099-INT for the $300 bonus.  The Doctor of Credit site has other data points of posters not receiving a 1099-INT from PNC as well.  I presume that all 3 of these banks are treating the bonuses as a "rebate" (like credit card bonuses), and therefore no 1099-INT gets issued to me.

So having said all of that, would you treat the $600 ($300+$100+$200) from those bank bonus as taxable on Sch B, or as a "rebate" and pay no tax?

I'm not a tax expert, but here's how I would understand it:

A bonus given merely for signing up would be taxable, even if it requires signing up for direct depost, or some other bogus requirement.  But when there are required purchases (more than your bonus) then it becomes a cash rebate, which is not taxable.

Most likely, some legal expert at the bank has already researched the question before deciding what to put on your 1099. 

What I would do in your situation is report whatever appears on your 1099.  In the very unlikely event that the IRS calls you on it, you say, whoops, sorry, and pay the difference.  And could you please abate any penalties because I'm just a poor ignorant slob who trusted my 1099, and I want nothing more than to comply with the tax laws.

Again, I am not a tax expert.

Interesting. It does sound like they're considering it the same as the credit card bonuses which are considered rebates.

Maybe worth contacting DoC and ask if he's heard anything of the sort? That guy has all the hookups.

Thanks for posting... I hadn't ever considered this. I just filed our taxes over the weekend and I claimed PNC bonuses as bank interest for myself and for my husband even though we did not receive 1099-INT forms from them. I've never received 1099s consistently from all banks, but I always assumed that was their sloppy record keeping for accounts that were closed during the same tax year that the bonuses posted. I've never corrected a return before and I assume it is probably not worth the $72 to file an amended form now and draw the IRS' attention to us, though now I need to go through and check whether other missing 1099s for 2018 are because of debit requirements. Potentially it is worth an amended return if I'm in the same boat with some of the other bank bonuses. Certainly this is good to know for future. I have not been tracking which banks had debit requirements or not, but I'll start doing that for this year.

Any reply yet? In looking around for answers, what I'm finding generally supports treating bank bonuses for debit card purchase requirements exactly like credit card bonuses (as rebates). Now that I think about it, this makes perfect sense because you have already paid income tax on money used for spending. It can't be treated as interest on savings/investment.

You might be making a correlation where none exists. I did a TD Bank bonus offer a for $300 and they never sent me a 1099INT. I even went in person to ask for one and they were clueless. This offer didn’t require any debit activity just a direct deposit. I reported it as interest anyway because I wasn’t sure what to do.
