? about dependent income affecting MAGI for ACA

My wife is quitting her job at the end of June so we'll be transitioning to an ACA plan. I have been claiming my father on our taxes as a dependent for the past few years even though he doesn't live with us because we cover half of his living expenses and he gets very little money from social security.

Reading the language of Form 8962, he would be included in our "household" as the calculations go in determining the dollar thresholds as a percentage of the Federal Poverty Level. However, I've started pre-filling out the application for insurance on healthcare.gov and they are asking for his income, including his social security income. The instructions for form 8962 makes it clear that this income won't count toward our total MAGI because he doesn't file his own taxes. His entire $8,000 a year from SS is exempt from taxes and he has no other income, so his AGI is effectively 0. I suppose I'm just nervous that the decision makers will count this as income and it will change what we'll have to pay for insurance, even though I think everything would get straightened out when it comes time for us to reconcile the amounts on our taxes at the end of the year. Perhaps I should just omit his SS income from the application so it can't be screwed up, knowing that it doesn't count toward our income?

Anyone here happen to have experience with ACA insurance while having an adult dependent?

It seems clear to me from the instructions for line 2b of 8962 that (a) you can include him in your household size, and (b) his SS won't affect your subsidy.

If the question asks about his income and it looks like including it would not affect the resultant subsidy, then I would include it.

If the question asks about his income and it looks like including it would affect the resultant subsidy, then I would call them and ask how to honestly answer the question and have it not affect your subsidy calculation.  If they can't give you a straight answer after an honest effort on your part, or if they tell you to just skip it, then I would skip entering it.

If the question asks about his AGI, you could obviously answer zero.

Because one includes the MAGI for dependents on line 2b for
only your dependents who are required to file an income tax return because their income meets the income tax return filing threshold and someone with $8K of SS as the only income does not meet that threshold.
