2019 California state tax rates?

I'm struggling to find accurate tax rates for California for 2019 (filed in 2020), does anyone know what the official schedule is?  I'm married filing jointly.  I see the tables on the CA FTB website here:  https://www.ftb.ca.gov/forms/2018/18-540-booklet.html#18_540-12 but these are 2018 rates, I can't find the equivalent for 2019.

I did find the withholding rate for employers with a table listed for annual rates here:  https://www.edd.ca.gov/pdf_pub_ctr/19methb.pdf on page 7 which shows that the rates have gone up...each bracket has gone from 1% to 1.1%, 2 to 2.2%, 3% to 3.3% etc.  I'm surprised that's not more obvious if accurate on the FTB site, are they usually this late in posting the schedules?  And that's also quite a rate hike, especially with the limit on the SALT deductions now.

Whoops - now I noticed that those are for last year too. On the main page of that site they say yesterday a lot of states don’t post tax rates until very late.

Yeah...I saw that too but no dice on 2019 data.  Very surprising that states wait so long to share their tax table updates.  In previous years I thought I got the numbers earlier on.  Seems like it's something they should be able to get out way in advance.

I don’t understand how they can’t publish rates but can penalize you for under withholding. Makes no sense.
