You can get it tested for $25. I don't remember the company I used but I just cut a chunk of the stuff down and mailed it to them. Instead of removing it, I just decided to cover it up. I used a thick barrier of paint (latex maybe?) to bind it up. After it dried I could hit the ceiling pretty hard and the stuff wouldn't break off anymore.

The charges are too high, you should consult a few more companies.

Only way to tell is to do a test.
Asbestos is not harmful unless it is in airborne dust form, where you can breath it in.  So long as it has a good coat of paint over it there is absolutely no danger.

If you just don't like the textured ceiling, you could either scrape it off wearing proper PPE, or simply put a layer of new drywall right over it to conceal.
In general, people get a lot more worked up about this stuff than necessary.
