Hi, I want to start a neighborhood watch to speed up the clean-up of an area I plan to purchase a house in. Has anyone done anything like this? The area I would like to clean up is not bad, but its been getting cleaner and cleaner the past 10 years.

You are overestimating the power of a neighborhood watch. Rarely (in my experience) do they do anything. It would be unusual for someone who does not live in a neighborhood start a neighborhood watch there. They tend to start organically from neighbors getting together and deciding they need one.
