Renting in Seattle

I'm moving back to Seattle from Florida in late August and looking for two bedroom (or 1BD + Den that could function as 2BD) apartments with my sister, who would be my roommate.  She is a full-time student and works part-time; I currently work full time at my job in FL, and would likely be moving to part time when transferring to the Seattle location of the company I work for.  I also work in theatre and will be doing patches of full-time work on shows throughout the year.  We are hoping to find apartments that fall under a low-income or restricted income housing program, as together, we both qualify for such a thing, ideally in West Seattle, central or downtown Seattle, or North Seattle, but in any case, near freeway access as I will commute all over for work.

My question is threefold: Firstly, are there any other programs or things along the lines of low-income programs that I may be unaware of, and that may help with finding a lower rent?  Secondly, does anyone have any tips or advice on going about finding a place - whether it be tools for searching, things to look for, etc?  Thirdly, anyone have recommendations of complexes and buildings that might be worth taking a look at?
