Title: Neighbor's Pipes bursted

I own my place few doors down from neighbor building that tenant vacated on the 1st.  The fire department just broke in and turned off the water.  They must have turned heat completely off and today the freeze probably thawed and down came the waterfall.  When we haven't had below zero temps in 14 years you would think the landlord would have thought that was a possibility.
