HUD Rent Assistance Allowed for Owner's That Are Family?

I am looking into getting into rental properties and would like to eventually buy one for my parents who are both very low income so each parent can live in their own apartment. My mom is getting rent subsidized through HUD but claims it is not section 8. Is there a HUD Rent subsidy program that lets the subsidy go to a family member that is the land Lord?

My research thus far says no for section 8 unless their is a disability but information on other programs is hard to come by.

No it's not allowed.  I have rented a few properties on HUD for over 20 years so I know first hand.

Are you aware of any other government assistance programs where it may be able to help and it is allowed to be paid to a family member owner?

My intention is to keep it all legal. The government assistance program would allow me to do this sooner rather than later.
