Shared roof drainage issues ugh

So I rent out my old house and the porch roof is common with the townhouse next door. They're from the 20s and have a fiddly through-the-roof gutter system that drains from a low point about 6-8 inches from the outside corners, one on my side and one on theirs. The hole is small and routinely a hassle for folks on the block but so be it, you know?

A few months ago the neighbor, a rental owned by an LLC that does almost no maintenance, fixed their porch column and roof and in the process covered their drainage hole completely. Now water forms an enormous pool on their side until it spills over the center line and goes out through my drainage hole (no shingles, membrane roof). But in a big storm my drainage hole isn't big enough for two roofs of water and it spills over the corner, runs down the porch column, and hits my yard. The moisture is creating splits in the column fascia, which is a bear to repair.

Can they readily be compelled to fix their damn roof? Or should I suck it up and pay to have the kind of carpenter who works on 90 year old drainage systems try to enlarge the hole and re-roof the porch? Another neighbor who is a restoration expert suggests ~$1600+...

Any idea what the cost would be to fix their side?

If it's cheaper than enlarging your side, and they will not fix it, maybe see if you can just have someone fix their side.
