Yikes. Concrete step collapse.

Tenant texted me about the back door steps- the tread has totally collapsed! No one hurt, thankfully.

Seems like the steps are the prefab type, and hollow inside. I’m scratching my head about how to repair this- how do I build a form when the concrete needs to be supported from underneath? Can I get a slab, sledgehammer off the crumbling bits, and just glue a new tread on top? Or do I have to just replace the whole thing?

Fill it with several hundred pounds of gravel. Then pour new concrete over the top.

Oddly built set of steps you have there.
Usually these are either wood, or have a thick concrete slab.
Your steps are built of a thin and unstable form of plaster or mortar that have withstood the test of time up until now.
I think this is a total remove and rebuild deal.

These are actually very common for trailer homes.  They're precast and fiber reinforced.  I think they might usually cost a couple hundred dollars.

OP-- how did you resolve the issue?

Total replacement. I figured it wasn’t worth repairing when the repair would be questionable at best.

The timing was weird- we were in the middle of selling it, so I gave the buyer a $300 credit so I can’t tell you how much it actually cost, sorry
