I think measured objectively, Biden is proposing large programs and a substantial increase in the role of government. Some people (in my view this is mistaken) would consider any expansion of government socialism, so you'll probably continue to hear the word a lot through the next few years. I don't necessarily think that not constituting socialism is sufficient for a policy being sound, either.
During 2009-2012, conservatives successfully rebuilt the Republican party to oppose Obama by rallying around the idea that TARP, ARRA, and the Affordable Care act were "Socialism". They won a lot of elections this way. At the time, I don't know whether Vice President Biden was a force for moderation or a force pulling that administration toward greater interventions. But in winning power, the Tea Party's best federal policy achievement was the House passing the American Health Care Act in 2017. It feels like the conservative movement could be offering genuine policy solutions, yet they aren't.
