Did I get the job? Salary discussion.

So, about 2 weeks ago I had an interview at the place I work for a job as a business analyst. I felt the interview went well. 1.5 weeks passed and I checked in with my HR rep who said I would likely hear something tomorrow morning. Today I received a message that she wanted to speak with me tomorrow morning. I am 90% sure that this is good news as the only other time I haven't gotten a job I received a phone call and bad the news was given to me. Hopefully I'm right and if I am when and how is the best way to bring up salary if it's not brought up during the offer? Should I bring it up right after the news? I don't want to sound ungrateful but I do want to get as much as I can. I'm not certain who determines salary my manager or HR just wanted some insight. Thanks for your thoughts.

Yes I did get the job and I finally start on Monday. However my employer didn't budge at all with their offering price. Despite me backing up my claims with markets rates, talking of my value, they even got back to me in a few days and just wouldn't budge but I'm still glad. Thanks for the help.

So much this.

If they won't budge at all and are paying below market rates to new hires, you almost certainly won't be getting acceptable raises in the future either.

If they won't budge at all and are paying below market rates to new hires, you almost certainly won't be getting acceptable raises in the future either.

This may be true but it's also really common from what I've seen that internal offers aren't negotiable.

Do the new job for 6-12 months and then apply externally and see what other companies are paying.

I've turned down internal promotions because they've refused to negotiate pay when the offer was below market rate. The advice below is good if you're not willing to turn down the offer.

Well as an internal candidate the company has a lot of negotiating power. If I turn down the position they know I'm stepping away from a position I want to go into and greater pay. I have little to lose so they probably know I'm going to take it without them offering more. I could definitely look for other positions after some time but there are a few other conditions that make it likely I won't for some time. First is the company culture is great, new manager so far seems great to work for, I just started my MBA which is being paid 2/3 by work with a 2 year look back period if I leave, I also have a very nice deal on a home mortgage program for as long as I work here that I just got this year. Something like 0.70% (variable however).
