Looks like he has a financial advisor making it way, way more complicated than it needs to be in order to justify his fee.

My father-in-law's account looks very similar, managed by a Wells Fargo investment advisor.

Exactly this. Every time I see a portfolio managed by a financial salesman advisor there are always at least ten different funds in there, with several duplicates covering the same asset classes. Since they have 28 my guess is they've been investing long enough for the companies with the highest sales kickbacks to switch a few times.
