Vanguard VXUS ETF missing countries!?

Has anyone had a look at which countries are missing from the popular vanguard etf VXUS (world ex-US)? One country I'm surprised that is not being represented in this fund is Vietnam.

VXUS tracks the FTSE Global All Cap ex US Index, and you can see a list of countries represented in the index here: http://www.bogleheads.org/wiki/FTSE_Global_All_Cap_ex_US_Index

There are a lot of countries not part of that index!
