Vanguard international stock index?

So it looks like the VG international stock index fund VGTSX is closed to new investors . . . I've searched on the VG site, and it looks like they don't have another international index fund -- only an actively managed one.  Can that be right?  Or am I just missing it somehow?

Vanguard is closing a low of their non-admiral class mutual funds.

VGTSX had an expense ratio of 0.17%
VTIAX is the same stocks as VGTSX but with an minimum investment of $3,000 and an expense ratio of 0.11%
VXUS is the same stocks as VGTSX in the form of an ETF (minimum investment one share, currently $62.53) and an expense ratio of 0.08%.
