I know it seems silly, but there's a good reason for it.   Back in the day we were a largely agricultural country and by Oct 1st we had a pretty good idea how the crops were doing that year.  And then it becomes tradition.

Fast forward to present day when a large majority of federal employees earn 26 days of annual leave (as well as 13 days of sick leave) and the weeks around Christmas & New Years are ghost towns.  So having the fiscal year end away from the major holidays definitely helps.
