Timing of 401k rollover?

I started a new job three weeks ago that gives me access to great low fee index options in my new 401k. Prior to the economy going completely crazy, i was planning to rollover my previous 401k to the new 401k. The previous 401k charges a 1.2% expense ratio on a basic S&P 500 index fund! Obviously, that is ridiculous, but I’m not really sure I’m comfortable spending a couple weeks out of the market to complete the rollover process. This really feels like market timing, but I’m not really comfortable doing this with the volatility. At the same time, part of me wants to just start the process to be done with it.

Any advice on the right timing to initiate a rollover?
