Vanguard Canada just has ETFs that you can purchase from any brokerage: https://www.vanguardcanada.ca/individual/etfs/etfs.htm
For example, Questrade has no purchase fees on any ETFs: http://www.questrade.com/

I'm considering moving some assets in there in the future, but I haven't played around too much in ETFs at this point.
