FYI - Capitol One dividend reinvestment

Capitol One is no longer reinvesting dividends.  They stopped doing this back in July (July 17th). 
I had this on autopilot, so I haven't checked this in about six months.  Logged in today and saw that I had about 1700 in cash.

I'm posting this as an FYI, I got started investing through Capitol One years ago.  I'm weighing my options as not only what to do with the cash, but what to do with the account.

With the money, it's mortgage debt index funds, gambling on individual stocks.
Plan #1 With the account, cash out and take everything into vanguard. I'm still working so tax wise, that's the worst strategy ( I think).
Plan #2 Once a year, take all the money and reinvest it.
Plan #3 Everytime a hit a certain threshold, like 10K, reinvest it.

Any thoughts?

Capital One is transferring all accounts to E-Trade this year, by the way.
