So I've already maxed out my normal roth IRA. I can contribute to a normal 403b, as well as a roth 403b (up to the limit - around 17.5k per year).
Should I do 100% pre-tax (normal 403b) or 50/50? Or what allocation?

What's your income tax bracket for fed and state (if Washington has income tax)? Since you're contributing to a roth ira I assume you make less than 114k as a single or 181k if you're married (so 25% - 28% tax bracket max).
My wife and I personally contribute to two roth ira's and a pre-tax 401k because I like the diversification of tax treatment.
I feel like the general sentiment here is to max out pre-tax now while working with the thought you'll be in a lower tax bracket when you retire.
