Tax Cost Ratio for Fidelity and iShares International Index Funds/ETFs

I am trying to determine the most tax efficient Fidelity or iShares international index mutual fund/ETFs for a Fidelity taxable account. According to Morningstar's tax cost ratio, FSIVX and FSGDX have better 1 and 3 year tax efficiency than IXUS or IEFA (see links below), which is surprising to me since ETFs tend to have better tax efficiency than mutual funds. Data for FZILX and FTIPX are not available because they are newer funds. Does anyone have a theory to explain the data?
