Roll over old 401K - Option to put in 401(a) or IRA?

If you were about to get a government job and had the option to roll your old 401K into a new 401(a) account, would you rather do that than put it in an IRA? Advantages or disadvantages to both?

The TSP (if that is what you will have access to) has extremely low institutional fees for some funds, and is thus a great option.  Keeping money out of a tIRA is good if you want to do back door Roth contributions.

This would actually be for a state job, so I'm not sure if they have TSPs. Might only be federal employees, I don't know.
