Question about a Vanguard Fund

My retirement plan recently added "Vanguard Explorer Fund Admiral Shares (VEXRX)". Looking into the fund, the expenses charged are .34%. Seems high for Vanguard. I have a couple of their funds that are .04%. Any thoughts on why this admiral fund is higher?

It is not an index fund. Actively managed funds cost more, even at Vanguard.
