Title: newbie here...401k and FIRE question

I've seen posters talk about FIRE early and with a bunch of money in the 401k. Does 401k matter if you can't touch it without penalty before you are in your 60s? Or do people actually take the hit to withdrawal it early to use? Do 401k let you withdraw early if you tell the plan you are retired? I am confused. Thanks!
