Curious if anyone has used this?  sumgrowth.com

I read through this guys book "Conquering the Seven Faces of Risk" and what he says makes sense, but of course the realist in me knows that if this worked this guy would be  managing a billion dollar fund.  Interesting nevertheless.

If it worked he wouldn’t need to be managing a billion dollar fund, unless it was all his own money.

I looked at a couple of charts. All the outperformance looked to be before 2009. I wonder why that is?

Which charts are you looking at?  Looks good to me...

https://sumgrowth.com/InfoPages/Sector-Rotation-Strategies.aspx

I see now that there is a button to get a 10 year chart.

In the "Free Strategies" tab, Vanguard Asset Class, the "Strategy" looks to be 10s of % down versus the S&P500 over 10 years.

In the ETFs/Mutual Funds tab, Vanguard US Diversified, over 10 years the "Strategy" gave 14.5% CAGR. I get the S&P500 at 13.9% CAGR.  But hang on, they didn't go live until 2011. How have they done since then? Hard to tell, but it looks like they are losing. They're losing over three years.

This old Bogleheads thread came up when I searched:
