Title: Is this the time to start investing, and if so, invest in what?

Given the down turn in the stock market lately, is this a good time to take a chunk of expendable income ($5,000) and buy stocks and take advantage of the lower market? Would be starting a Vanguard Index Fund me a wise choice right now?
