employer doesn't offer retirement

My girlfriend is a nurse and has worked on 'registry', meaning she is employed by the hospital, gets a higher hourly rate, but no benefits or retirement plan.

She's going to max out her Roth or Traditional IRA, but then where can she put money after that?

Can she open an individual 401(k)?

Is she an employee or a contractor?

If her employer withholds taxes and she gets a W-2, she is probably an employee and cannot contribute to a 401k.

If she is a contractor, the employer does not withhold taxes, and she will get a 1099, then she will have to pay taxes herself, and can open a solo 401k.
