Could the "Roth Pipeline" go away?

I did a quick search on this topic and didn't come up with anything. Sorry if it's been discussed before.

Could policy changes make the "Roth Pipeline" a thing of the past? I suppose one could just eat the 10% early withdrawal penalty... Do you have a contingency plan in place on the off chance that you won't have penalty free early access to your retirement accounts?

Yes, Congress can do almost whatever they want. But what they would do is remove the ability to convert from TIRA. But that would make life tough for Congress because that reduces the tax collection amounts in the next 5-10 years that matter for budget purposes so it would make their legislation look more expensive. So it could happen. But there's pressure for it not to for a number of reasons.
