Canadian - TD E Series Investors - Changes to funds?

I got several mailings today that say on September 27, 2019 there will be a special meeting to vote to change the investment objective of the TD Canadian Bond Index, TD Canadian Index, TD US Index, and TD International Index e series funds.  "As set out in Schedule B-1, B-2, B-3, and B4 of the Information Circular."  But I didn't get said information circular.  Does anyone know what this is about?

I was reading the latest Canadian Coach Potato post and I think I saw your answer. Dan is saying that the E-Series mutual funds are becoming an ETF wrapper, which requires approval from the unit holders. You should see a reduction of fees if approved.
