Title: 403(b) admin fee?

Does anyone know how much it costs an employer to have a 403(b) plan option? I'm just curious because I just found out that my employer can legally offer this, but does not. It's very strange to me that they don't, they offer pension and 457 but no 403, seems like most places that have a 457 have it in addition to a pension AND a 403. As the option of a 403 would benefit everyone including the administrators by giving them a tax advantage, seems like something that might be able to get through? Unless it is prohibitively expensive.
