I think everything is fine, you can still convert from traditional to roth, you just can't undo the conversion.

Q.   Can IRA contributions still be recharacterized?
A.   Yes. The law didn't impact the ability to recharacterize IRA contributions. Contributions to a traditional IRA can still be recharacterized to a Roth IRA, and Roth IRA contributions can be recharacterized to a traditional IRA, if they're completed prior to the applicable IRS deadline.

It is a result of the new tax law, not something Vanguard specifically is doing. It also won't affect Roth IRA conversion ladders.

What the law does is prevent the so-called Roth IRA horse race.
