Title: 401k - small company plans?

I am hoping someone can help, I work for a small company - 5 - 10 people at any given time. We currently have a 401k plan but they just notified us that fees will be increasing significantly this April so we would like to find a new plan. Also the investment options, from what I understand, in the old 401k are not very good - high fees.

There are two of us looking at finding a new plan but neither of us know anything about this. Of course we are trying to contact local people who would know but I would appreciate it if anyone could recommend a good plan with decent investment options that will deal with a small company (I tried calling Vanguard but they just kept passing me around departments and telling me that small companies do not offer 401ks - they do as we have one....)

Also, what questions should we be asking of people we do contact. Any and all advice welcome as we are new to this but want to get the best plan we can....
