Weatherstripping windows: what did I do wrong and how to fix it?

I bought some  foam, adhesive-backed weatherstripping for drafty windows in the winter.  I stuck the adhesive side all along the drafty gaps on the windows.  But then when I went to remove it this week, it pretty much doesn't come off without major scraping, and then a lot of the foam is still stuck there.  It looks horrible!

What did I do wrong?  How can I get this stuff off the windows?
