Slow toilet leak

I know for sure one of my toilets is leaking as my water flow meter moves without anything on.  Food coloring was put in the tank and sure enough 15 minutes later the dye was in my bowl.  Anyways....is this kind of leak even worth fixing?  The flange is $10 to replace....is this something that will be a multi year payback or something?  I have noticed water usage up since last Fall but it could be a tonne of different factors really.  I know i should just replace it, but yes i'm that cheap.......haha

If it's moving from the tank to the bowl, it's probably just the flapper. 

2 minutes to replace.  Less than $5.

Buy one made of silicone (they're red around here, but folks tell me that varies).  The cheap rubber ones will leak again in a year's time.

That kind of slow leak also wears on your valve assembly.

I had a leaky flapper from a brand new toilet.  Turned out to be a defective silicone seal that had a small bubble in it, causing a slow drip.  It still looked new enough after 5-6 months that Home Depot replaced for free, no questions asked.
