Measuring for storm windows?

I ordered two storm windows from Lowes. The type that is installed in addition to existing older single pane windows. Like these:

I measured the outside window opening dimensions, and I special ordered those exact opening dimensions.

Now for the problem. When I went to install the windows, the entire window fits into the hole. Just as a regular window should, but a storm window has a outer flange that screws onto the exterior window frame.

Did I mess up? Or was this a factory error? For storm windows only, shouldn't the frame (or flange, not sure of the terminology) automatically be bigger than the supplied opening measurements?

I think I can make them work with furring strips, especially if it is my mistake. But I'll consider returning them if it was a factory error.

Are you saying that the new storm windows completely fall through the window opening, including the flange which would otherwise overlap the outside window frame so that it could be screwed firmly in place?

Regardless of who is in error, I would contact Lowes and see if they would not exchange for the properly sized windows. I did not try to download any supporting literature (did not see any at a quick glance) but IMO the information on the web page is not very complete. It only talks about dimensions of the opening, not other important details like how much does the attachment flange overlap, how thick are the windows, etc.
