Hack to paint over non-paintable silicone caulk?

We're painting our bathroom cabinets. When we got new countertops installed earlier this year, the installers used the standard silicone caulk between the countertop and the vanity facade. This wouldn't be a problem except that some of the caulked spaces are VERY thick and you can see the shims they put in. Also, some of the caulk smeared over the top of the cabinet facade. When we went to prime these areas, there were large spaces toward the top that we just can't prime/paint because it won't stick. It looks pretty bad.

Is there a hack to make it so we can paint these areas? I was thinking that maybe we could just use a paintable caulk and smear that over everything, but that just seems kind of... sloppy. Ideas?

Caulk is not that hard to remove. 
Take a half-hour or so and strip away the caulk they used.  Then use the caulk of your choice (either colored or paintable).

It will look the best by far, and in terms of cost we're talking some razor blades and a tube or two of new caulk.

sloppy tradesmen is one reason why I prefer to DIY whenever I have the time.
