Fridge & Freezer only cooling to 27 degrees

From around 2010.

The fridge and the freezer will not cool below 27 degrees even with the freezer set to the max of -6.  I replaced the 4681JB1027C evaporator fan and verified the new fan was spinning just to be sure that was functioning as it should.  The air vents are not blocked, and there is not an excessive amount of food in the fridge or freezer.  It's been running for about 3 hours now, and still not cooler than 27 degrees.  When I had the back panel off I saw some small shards of ice, and the lines looked iced over, but the fins were not (not sure they're supposed to be, just saying).  Sorry I didn't think to take a picture.  It doesn't feel like it's putting out air any cooler than that.   

What should I consider replacing next?  I've been able to DIY all kitchen appliance repairs the past few years, but I've never worked in the rear of the fridge, only within the back of the freezer after pulling the cover off.

It may be a compressor or freon problem. It can be repaired if you can find a service tech that wants to solder in fill ports.
