In my basement, I have installed vinyl plank, laminate planks, and carpet, and my favorite is honestly the carpet. I live in Minnesota, so a warm, comfortable floor in the basement is a must in the winter. The vinyl and the laminate always feel cold on my feet, and I prefer the warmth of a high-pile - I don't think it can be oversold. For some reason, it seems like a lot of people online hate carpet, and I'm not sure if it's a regional thing, but in Minnesota, carpet is VERY commonplace and is not looked down upon in my opinion. We're getting carpet installed in our bedroom in the next few weeks with a high-pile from Lowe's and an upgraded pad for $2.80 installed / ft^2. Don't hate on the carpet!
Also, I think laminate plank would be tough on your concrete if you have moisture problems and the height changes on your floor might be a challenge with the laminate plank floating floor, in my opinion.
